About Us

The Maritime Cluster Den Helder is the area program where national ambitions take shape. Here, the municipality of Den Helder, the Ministry of Defence, and the province of Noord-Holland are working intensively together on the growth of the Royal Netherlands Navy and the energy transition – two crucial tasks for the Netherlands. The Water Board and the municipality of Texel are also helping with this. These investments are not only of national importance, but also ensure better accessibility, improved quality of life, and innovative maritime urban development in Den Helder.

The main ambitions
The Moormanbrug will be relocated to create more quay space.
A new Ravelijnbrug separates city traffic from through traffic for better flow through the port area.
The current provincial road N250 and the road ‘Het Nieuwe Diep, Nieuwe Werk’ will be addressed.
The Buitenveld area will be redeveloped to become a pleasant location for naval personnel to stay.
The Directorate building of the Royal Netherlands Navy (also known as the Commandment Building or The Palace) will be repurposed as a maritime innovation center.

Residents, entrepreneurs and other stakeholders are closely involved in the preparation and implementation of the various projects.

Future vision 2040

Den Helder is of national importance for security and for sustainable energy supply at and from sea. It is therefore an essential link for Dutch and allied security and for our future energy infrastructure (offshore wind and/or hydrogen).
The future vision of the Maritime Cluster 2040 is a compact high-tech seaport (civil and military) connected to a powerful, well-equipped city and prosperous living environment. In addition, Den Helder – together with the Kop van Noord-Holland – forms one regionally coherent system in the field of education, labor market, housing, recreation and mobility.

In conjunction with a healthy and future-proof economy, the program contributes to accessibility, quality of life and broad prosperity in the region.

This is how we work together

Defence, the province and the municipality – each from their own responsibility and powers – work together on a future-proof development of the wider port area in Den Helder. To this end, on June 29, 2023, they concluded the Administrative Agreement Development Maritime Cluster. It describes how they intend to invest in the port, the city and thus also in the region in the coming years.

The agreement will improve accessibility and quality of life in the region and give the Royal Netherlands Navy more room to grow. The opportunities offered by the energy transition and the economic developments needed in the region are also part of the agreement. The Water Board, which will soon be working on the water safety of the area, also signed the agreement.
We are looking at the renovation and relocation of bridges in the city and the development of a logistics hub at Kooypunt/Kooyhaven. Both with the aim of reducing traffic congestion in the city.

Port with ships in Den Helder

You can reach us via our contact form on the website or by telephone via the general telephone number of the municipality of Den Helder: 14 0223 (Monday to Thursday 8.30 AM – 4.00 PM and Friday 8.30 AM – 12.00 PM).

This website is designed to share information about developments in the Maritime Cluster Den Helder. In addition, this website offers residents and other interested parties the opportunity to remain actively involved in progress and decision-making.

The port is the economic engine of Den Helder. Maritime companies, Defence, offshore energy and ship maintenance come together here. The port provides jobs, innovation and a strong connection between the city and the sea.

We are building a strong and future-proof port that offers space for offshore energy, maritime maintenance, logistics, the manufacturing industry and sustainable fuels.

We are working on good accessibility, extra quay and development space and redevelopment of existing locations for innovative companies. Kooyhaven will also play an important role as a logistical transshipment location within the Pitstop Haven concept.

The city and the port are growing closer together. Willemsoord is developing into a maritime center with space for recreational boating, tourism, offices and accommodation on Buitenveld. This creates a lively district with maritime heritage, where you can work, learn and recreate.

There will be more attention for fast and safe connections for everyone: from freight traffic to cyclists and students. Fewer traffic jams, less emissions and better accessibility to the city, port and Texel.

Den Helder is growing economically, but remains true to its character: maritime, hospitable and innovative. The city is becoming more attractive to live, work and visit – while retaining its unique identity by the sea.
